For projects which use cmake or any other tool which can generate a compile_commands.json, allow creating configurations using an existing compile_commands.json.

This would be for other core configurator addons to use that data without having to parse it themselves.

Also allow combining the data from a specified compile_commands.json and configurations specified by the user to account for more complex (or convoluted) build systems.

Changes for this issue should include:

Reading from a compile_commands.json
Monitor changes to compile_commands.json
Caching the last read compile_commands.json
Generate a modified compile_commands.json based on the input file and configuration
explicitly check and error if the configuration points to a compile_commands.json in the project's root directory.
Optional: allow user to specify a command to generate the compile_commands.json
