Add a way to auto-create a default metafile via api function.

Allow addon plugins to specify a default table for its configuration. The auto-create function should allow specifying which addon plugin default configurations to add, an option to add none, and an option to add all.

Can remove the example docs as this will serve as documentation on how the metafile is formatted.

Also add a way for addons to register configuration snippits for the user
